Local MP meets with RNIB representatives to get some digital know-how

Ahead of the digital switchover in Wales that begins next year, Liberal Democrat MP for Montgomeryshire Lembit Öpik met with representatives from the Royal National Institute of Blind People to learn more about solutions provided for and being developed for people with sight problems. Commenting on the meeting, he said:

"I am pleased to hear of the efforts being made to streamline the television experience for all individuals. The RNIB is one of the organisations pressing providers to take on board representations they have received from blind or partially sighted people when using their television.

"There's now a service called Audio Description that could transform the viewing experience. Audio Description is a free service available now on digital TV to help people with sight problems follow and enjoy programmes.

"Like a narrator telling a story, an additional commentary describes body language, expressions and movements, making the story clear through sound.

"Audio Description is available with a wide range of popular programmes from East Enders to Shameless, documentaries and films.

"However, there is still hard work to be done to make using a television less intimidating for those with sight problems. Many blind and partially sighted people find menus and electronic programme guides - which are text based - very difficult or impossible to navigate.

"The RNIB have campaigned hard to make these menu services easier to use by applying Text-to-speech software, already in use on some computers, to digital TV and are continuing to press for change.

"If this is not addressed now, those with sight problems and other disabled people, for example those with dyslexia, will be put at a real disadvantage by Digital Switchover in comparison with their fellow citizens.

"As others are accessing new services and information with ease, those with sight problems will face restricted choice and independence and restricted access to vital information and services. This is not consistent with the aims of switchover nor is it consistent with the Government's duty, under the DDA 1995, to promote disability equality.

"I look forward to supporting the RNIB in the future as they continue their campaign to make the digital switchover as fair and efficient a process as possible. Digital Television has come a long way in adapting to the needs of all individuals, but when it comes to blind people it still has some way to go before the switchover begins next year."
